Awarding organisations are responsible for qualifications which are intended to show users, for example employers, teachers and learners, what someone has learnt and can do as a result of that achievement.

There are several regulatory tools that we use to maintain standards and to ensure the quality, consistency, accuracy and fairness in assessment and awarding of Regulated Qualifications.

For a qualification to be Regulated and therefore included on the Register of Regulated Qualifications, the qualification must fully meet the requirements of all relevant qualification criteria.

Up until now, in order for any qualification to become regulated and appear on the Register of Regulated Qualifications it had to go through accreditation. However the ASCL Act (2009) marks an important change to this process.

The Accreditation Process

Under the ASCL Act (2009) the focus of 'accreditation' changes, from a standard process of regulatory verification for all submissions, to a targeted mechanism for checking that the regulatory expectations of specific submissions has been met.

All submissions to The Register of Regulated Qualifications (The Register) are made through the Regulatory IT System (RITS).

What if a qualification has to be accredited?

Qualifications submitted to the Register must meet all regulatory requirements including the Conditions of Recognition and any applicable criteria.

If a qualification is subject to accreditation it will be subject to a greater degree of scrutiny. We will carry out the accreditation review using a single process which will reflect our targeted and proportional approach to regulation.

When will the new registration process start?

In April 2010, Ofqual applied an Accreditation Condition that currently makes all qualifications subject to an accreditation requirement. This requirement will remain in place until further notice and we will consult towards the end of the summer on a revised ‘List of qualifications subject to the accreditation requirement’.
